More Juvenile Justice

Keeping in step with my curiosity about how our criminal justice system seems to have lots of time on its hands to go after offensive minors, here is a story to make you scratch your head. My question in general about these cases is, "where is the adult supervision"?

More importantly, my question to the courts would be "where is the mens rea"?
