The self-evidently incompetent mayor of New Orleans, who failed to implement a long-standing plan for evacuating the city during a hurricane and flood, is now subjecting people who don't leave the city to arrest. He can blame the federal government all he wants, but he is responsible for the death of hundreds (possibly thousands). The city (and the state) had an emergency plan for hurricanes, floods and other emergencies. Mayor Ray Nagin failed to carry it out. The disaster is over. To order the state police and the military to arrest people who want to stay and re-build the city is stupid and cruel. He's a prick.
