DC Taxi Drivers Must Now Live in DC

The City Council passed this rule. What is the point of it? I have no idea. Why do taxi drivers, versus lawyers, consultants and other professionals, have to live in DC to work there? Your guess is as good as mine but this law will completely decimate the ranks of independent DC taxi drivers who can't afford to live in the District.
