Basically It's Like Having a TV Set

A rural town in Idaho, population 860, thinks maybe at some point in the future it's possible they'll conceivably maybe have a crime problem.

They don't know. But they might. So, new rule, guys: EVERYONE HAS TO OWN A GUN.

The Civil Emergencies Ordinance is modeled after another town's efforts in the early '80's to curb crime. But Greenleaf - the Idaho town - isn't experiencing a crime problem. But, you know. Still. They MIGHT.

In addition to the gun ownership requirement, the plan also promotes having ammunition, gun safety training, and neighborhood watch groups.

"There's not a lot of crime here, but I think it's coming, it's getting worse everyday," said Art Bailey, owner of the Greenleaf Store.
